Neon Outline

Hi Everyone!

I need some help on creating a neon outline filter. I saw one on the templates for Len Studio inside the app, but the thing is, the face is not getting outline.

Here's a sample : https://ibb.co/qj5K7j2, if anyone could guide me or send a link that they know could help, would appreciate it a lot. Also I tried youtube-ing tutorials, haven't found one yet.
