Why isn’t this account showing up when searched?

I am trying to add this guy and when I type in his username it just doesn’t show up. He doesn’t have me blocked, and I don’t either, we have never even had each other added before. Then we tried him typing in my username and the same thing happened. How do I fix this bug?
