Digital goods ( Eligible Countries )

Hello!
I’m a lens creator with 18k subscribers and 100M+ Lenses’ views. When I log into the dashboard where it has (Digital Goods) it tells me that I’m not eligible, although in the Snapchat website it mentions my country (Libya) as of one of the eligible countries.
Any valid reason for this conflict?
